If they both like each other, why aren't they going out?

because she doesn't know what she wants.
because she's scared that if she goes out with him she will lose him.
because if they break up it will feel weird because of how close they were.
because sometimes it's better that way.
if they did, it would ruin the best friendship

why do they have to go out?
if two people like each other, why not go out? if they have real feelings, nothing else should matter.
